The CIA Counter Terrorism Center suddenly recalled retired officer John Hunt to lead a covert action team into Buenos Aires, black, with orders to find and eliminate the terrorists. Despite Bush's secret presidential finding giving the CIA license to kill, Hunt knew without overt legal authority and the moral backing of the American people, the only protection from his own government was plausible denial.
