The Cap and Trade rule regulates the use of natural gas at our utilities and factories. The by-products of burning natural gas are carbon dioxide and water vapor which are harmless molecules that do not contribute to smog. We need to reduce smog, however smog is created by autos, trucks, buses and planes, not by our factories.
The science of gas measurement has been refined far beyond what most people know. The custody transfer of gases began in 1834. Gas measurement experts use four aspects of physics to measure any gas: Pressure, Temperature, Super-compressibility and Specific Gravity.
Specific Gravity should be the central point of any scientific analysis to determine whether carbon dioxide warms the atmosphere. Specific Gravity is the ratio of the weight of the subject gas to air. The Specific Gravity of carbon dioxide is 1.52. This means it is over one and a half times heavier than air. It is the same weight as propane. Anyone who uses propane knows it to be an extremely heavy gas. Carbon dioxide is heavier than the gasses which comprise smog. Any observer can see with his or her own eyes that even smog is extremely heavy. I remember driving in the San Bernardino Mountains near Los Angeles on a hot summer afternoon and was barely able to see the valley floor through the smog, but I could see over the top of the smog to Saddleback Mountain which was approximately fifty miles away. Our notorious Santa Ana Winds, after blowing all day, are only able to push the smog about six miles out to sea where the smog stops and sits when the winds nod. The smog is so heavy it can’t escape the valley basin and travel to cities in the higher desert. And carbon dioxide? It sits at the bottom of the smog layer. It seeks low points in our storm drains, creek bottoms and sinks into the ground to feed our plants. It is not physically possible for such heavy gases to drift up into the atmosphere and warm the entire atmosphere, much less drift north to the glaciers in the arctic.

The word “Cap” is a misnomer because the assigned targets are continually declining to a total reduction of about 70%! Natural gas is obviously harmless as we breathe its by-products while we cook over our natural gas ranges. Residences burn about one hundred times more natural gas than our factories. The author explains that a comparable Cap and Trade rule to regulate residential heating systems would more aptly be called, “Reduce and Freeze to Death and Pay While You Do It.”About the Author
Jim Moodey was a successful industrial real estate agent in Los Angeles, California and later managed a gas measurement and testing company which held licenses by California Department of Weights and Measures. In his real estate career, Jim specialized in relocating factories. When factories began closing in the 1990's, he began to take notes for his fascinating essay on the subject (Chapter 6). In his next career at the gas testing facility, Jim learned the physics of gas measurement and taught classes at gas utilities. During this career, Jim observed the continued closing of factories due to the costly regulations of "Junk Science." Jim has intimate knowledge of the true reason our factories are closing and selling their machinery to Chinese buyers. It is this process that is having a profound impact on our balance of trade, the value of our dollar and the ultimate wealth of our nation. Jim’s penchant for research has led to enlightening essays on extremely relevant subject matter.
