Charles F. Bingman was a federal government executive, then a professor at George Washington and Johns Hopkins Universities. Bingman has done consulting assignments thirty countries. He is the author of “Why Governments Go Wrong”, “Reforming China’s Government”, “Governments In The Muslim World”, and “Governance From The Bottom Up”.
